Description:
The Medicare Business Systems Solutions Consultant will be primarily responsible for data management, production support, design and development, and associated project management activities related to managing the National Medicare Administration (NMA) information systems, mainly the Medicare Total Sales Solution (MTSS) application. This role will also be responsible for conducting data analytics to study business issues and assist with strategic decision making, as well as developing dashboard reporting used to inform sales operations.
The Business Systems Solutions Consultant will be accountable for:
• Providing insights and support to the Medicare Line of Business.
• Reviewing and approving system designs developed by other solutions consultants and developers.
• Designing, building, deploying and maintaining system and data solutions.
• Writing business requirements for IT delivery teams.
Major Responsibilities
• Providing insights and support for Medicare Sales and Marketing campaigns and operations:
• Participate as a thought leader in cross-functional analytical teams to support decision making for Medicare programs through quantitative reporting.
• Create and maintain business operations dashboard reporting.
• Collect and organize data from mainframe files, data warehouse reports, vendor extracts, departmental spreadsheets and databases, and internet/intranet sites for easy use by internal business and analytical clients.
• Create and maintain databases as a tool for delivering data to internal clients and Client.
• Use data to investigate identified business issue and to address hypotheses.
• Create more complex analytical views of data, identifying major assumptions and gaps.
• Distribute reports via self-service methods such as Tableau or Excel ODBC.
• Designing, building, deploying and maintaining system and data solutions.
• Onboard and perform knowledge transfer with new or less technical team members on details of system design and data integration.
• Partner with other NMA team members to identify implications of business requests impacting other systems and teams.
• Perform and provide Clientoversight on all MTSS data configuration.
• Resolve production support issues with Client, Medicare line of business stakeholders, other sales, marketing and membership administration teams, and external vendors
• Monitor data quality for all systems within the NMA application portfolio.
• Report status of projects at program and senior leadership levels.
• Writing business requirements for IT delivery teams:
• Gather, assess and document business requirements so that technical teams can create designs that meet Medicare line of business (LOB) stake-holders requests to change MTSS and other systems.
• Document data flow diagrams that illustrate design recommendations.
• Identify future functional enhancements and contribute to long-term product roadmaps.
• Partner with Medicare LOB and Client to recommend system and functional changes for all Medicare campaigns.

Minimum Work Experience
• 10 or more years of IT process improvement, consulting, or related business experience.
• 5 or more years of experience with Oracle PL/SQL, DDL, loader, procedures, packages
• 7 or more years of experience reporting from large databases or data warehouses and expert understanding of the data relationships.
• 7 or more years of report writing or project management experience required, including preparing financial, inventory, accounting, or utilization reports.
• Demonstrated understanding of and knowledge in all phases of the project delivery and application development life cycle.

Preferred Work Experience
• CRM application development experience.
• Development of complex reporting and analytical solutions.
• Cloudera, Tableau, Adobe Analytics, Microsoft Dynamics.
• Served as liaison between IT and business teams; Able to breakdown complex technical concepts into business terms.
• Member of a matrix team environment for a large organization.
• Demonstrated ability to execute in a fast paced, constantly changing environment.
• Ability to work effectively under aggressive deadlines and in challenging settings.
• Medicare industry knowledge is preferred but not required.
Functional/Technical Knowledge & Skills
• Strong communication skills, ability to keep up with technological changes, techniques and improvements, and apply those to current environment.
• Strong customer service focus, and good organizational and time management skills.
• History of becoming an expert on data availability and quality, gathering detailed business requirements, and the creativity to develop workable solutions for a wide range of customers.
• Keen ability to keep up with emerging systems and data sources and system changes within Client .
• Problem solving skills including the ability to query data sources quickly and accurately to answer key.
• Extensive experience in PL/SQL Oracle and Excel.
• Expertise with Microsoft 365, Visio, PowerPoint, Project, SharePoint, and Tableau.
• Proficient in file transfer and encryption processes.
• Medicare industry knowledge is preferred but not required
